Background
This document is a Request for Proposals (RFP) detailing information sought from potential suppliers of computer system development services for the Investing in Infrastructure (3i) program, Cambodia.
This RFP is an invitation to suppliers to provide detailed information and fixed price costings about the development of the 3i program Management Information System (MIS) in Phnom Penh. Responses will enable 3i to select a supplier capable of meeting program requirements.

Program summary
Investing in Infrastructure (3i) – Cambodia is a five year, nationwide, social investment program funded by the Australian Government and being implemented by Palladium. The program is designed to promote and catalyse business growth in the infrastructure sector of Cambodia. It will expand the delivery of key infrastructure services by partnering with the private sector to expand household and business access to utilities and other services (initially drinking water and electricity). This will create new enterprise opportunities in rural towns and more remote parts of Cambodia, and will generate health and welfare benefits for Cambodians, including the poor.

Summary of project requirements and objectives

Purpose
The purpose of this RFP is to provide the basis on which suppliers can develop and lodge their proposals to supply system development services for the 3i program MIS.

Aims
The aims of this project are to:

  • Refine and fully develop the MIS design document produced by the 3i MIS consultant. 
  • Develop the MIS modules in a database package and development language (details to be agreed during the detailed design).
  • Refine the MIS modules through several rounds of testing and user input for each module.
  • Certify modules and the MIS as complete and error free through user acceptance testing.
  • Train the MIS administrator to maintain and further develop the MIS.
  • Establish a testing and production MIS environment on 3i infrastructure.  
  • Establish a plan for repairs, maintenance and if required further development of the MIS.

Desired outcomes
As a result of this project, the Palladium 3i project team will have a supportable and sustainable MIS that meets the needs of the organisation and that has been constructed within time and budgetary constraints.

The business requirement and functional specification for the MIS (‘project brief’) can be obtained by emailing the 3i MIS consultant as specified in section 9.
