HEKS, an International NGO, supported by the Swiss Protestant churches, is committed to justice,peace and the integrity of creation. HEKS aims to make a contribution to greater equality and prosperity for rural communities across the globe by strengthening the structures of civil society. HEKS specifically focuses on enabling the rural poor to gain access to land and (natural) resources, the creation of sustainable value chains and stimulating peaceful coexistence. The core competency of HEKS lies in pursuing a holistic approach to development cooperation. This places particular emphasis on the strengthening of target-group specific measures to reduce poverty and discrimination, embedded in a rights-based approach to development. HEKS focuses on the two key issues "Development of rural communities" and "Conflict Transformation“.
HEKS works in Cambodia for approximately 30 years. The first activities date back to the time after the liberation from the Khmer Rouge. Currently, HEKS Cambodia implements its Country Programme 2014-2017 which aims to improve the self-determination and the sustainable livelihoods of rural communities in Cambodia. A Conflict Sensitivity study conducted by HEKS Cambodia in 2013 found that domestic violence and conflicts over natural resources (in particular conflicts over land, forest areas and fishing grounds) were mentioned as the main causes of social mistrust and insecurity among rural communities in Cambodia. These conflicts thus impact negatively on people’s livelihood strategies and undermine peaceful coexistence.
With this tender HEKS aims to start a new project on Conflict Transformation at the community-level in HEKS Cambodia’s current target areas in Kampong Chhnang, Kampong Speu, Pursat and Prey Veng. The project is expected to start by August 2015 for a period of 3 years with a maximum budget of US$300,000. National Cambodian NGOs who have experience in working on Conflict Transformation at a community-level are warmly invited to develop a concept note for this project.
