CONSULTANCY End of Project Evaluation: 'Family+' - Good practice family-based systems for child protection
Led by Friends-International and funded by USAID, the “Family +” project brings together the leading child protection organizations in Cambodia with the aim of addressing the rapid increase in residential care centers for children as opposed to family-based systems. The overall objective is to improve the national system for alternative care in Cambodia, allowing for the stronger protection, well-being, and development of vulnerable children. The ‘’Family+’’ is collaborating with three partner organizations: Mith Samlanh, Komar Rikreay, and Kaliyan Mith (the FI project in Siem Reap). Additionally, four Technical Support partners will participate in the project through developing and demonstrating best practice residential, reintegration, and prevention of institutionalization services. FI supports the partners to develop good practice models for case management-based sustainable family reintegration in line with national laws and policies and the Royal Government Cambodia’s (RGC) Minimum Standards of Care.

Planned outcomes of the ‘’Family+’’ project:
- Improving transitional residential centers to exceed the minimum standards of the RGC and provide best practice models
- Increasing and strengthening services and systems for the reintegration of children to their family units, and strengthening options for children including kinship care, foster care, and domestic adoption
- Recording and disseminating best practice service models and research obtained through the project
- Working with and supporting the RGC and its continued work to establish and implement strong Alternative Care mechanisms in Cambodia
- Undertaking education and public awareness campaigns reinforcing the importance of family-based care
PURPOSE OF THE EVALUATION
- To evaluate the impact of the activities conducted in the project and indicate key learnings
- To assess how the partnership management has increased capacity of Civil Society Organization (CSO) partners for program effectiveness and efficiency
- To assess the performance of program implementation in terms of service delivery by each CSO partner
TIMEFRAME AND FEE
The consultancy is expected to begin ideally on 1st of May, but no later than 18th of May, 2015, and last approximately 2 months.

Description
Regional cooperation in agriculture in the Greater Mekong Subregion is guided by the Core Agriculture Support Program (CASP) implemented by the GMS Working Group on Agriculture and supported by the Asian Development Bank (ADB) and other development partners. The first phase of CASP was implemented in 2006-2010 under a regional technical assistance (TA 6521-REG). The second phase is supported by TA 8163-REG to be implemented from 2011 to 2016.
The impact of TA 8163-REG will be a more integrated, climate-friendly agricultural sector in the GMS. The TA outcome will be enhanced market access for environment-friendly agricultural products, particularly certified products using reduced agrochemicals. The TA have five outputs: (i) strengthened regional framework and capacity for agri-food quality management; (ii) established electronic trade of environmentally-friendly agri-food production of smallholders; (iii) increased adoption of gender-responsive and climate-friendly agriculture; (iv) facilitated knowledge management and dissemination; and (v) strengthened regional cooperation on agriculture in the GMS.
Under the scope of TA 8163: CASP 2, The Ministry of Agriculture, Forestry and Fisheries (MAFF) signed the “Letter of Agreement (LOA)” with the Asian Development Bank (ADB) on 31th October 2014 to implement country activities to realize the vision of CASP 2 and, most importantly, to further advance the development of the agriculture sector, particularly in climate friendly agriculture, in Cambodia. There are a total of six projects in Cambodia that will be supported under the LOA.
To further facilitate the implementation of the LOA, the WGA National Secretariat Support Unit (NSSU), MAFF, is seeking to engage a Finance and Administrative Assistant (FAA) to support the projects and activities implementation under the LOA.
Scope of Work:
The Finance and Administrative Assistant (FAA) will work under the supervision of the Working Group on Agriculture (WGA) / National Focal Point (NFP), and assist to the WGA National Secretariat Specialist (NSS) to ensure activities under the LOA are coordinated and implemented in a timely and effective manner. She/he will be responsible for manage day to day administration and finance tasks of NSSU and provide technical support to LOA implementing partners.

The centre is located in the Kandek community in the Bakong District (about 10 kilometres from Siem Reap town). Every day 57 children visit the centre for all types of classes from 8am to 4pm.
