DAI is an employee-owned global development company that has worked with thousands of local businesses and civil society organizations (CSOs) in Cambodia over the past 30 years. DAI is seeking candidates for the anticipated Cambodian Civil Society Strengthening (CCSS) Project. Secretary General
To fulfill its mission, CRF is recruiting a Secretary General, who will be responsible to execute the strategy and actions decided by CRF Board. Head, Farmers Division
You will be responsible for all issues that affect the livelihood of rice farmers, ranging from seeds, fertilizers, yields and standards to technical training, irrigations and domestic market access. You are expected to provide suitable recommendations and action plans to improve overall productivity and competitiveness of farmers and improve the marketing of their paddy. Your work will require hands-on site visits in various provinces and act as the Federation’s interface with all farmers’ associations’ representatives as well as with relevant government agencies and NGOs.

Head, Rice Millers Division
You should have a very good technical and practical understanding on rice milling and refining. Your responsibility will be to facilitate for all issues that affect rice millers such as paddy supply, milling, processing, domestic and export of rice. You should have a thorough understanding on the techniques and management of paddy drying, storage, milling and processing and be able to provide recommendations on how to improve rice mill productivity and competitiveness. Your work will require hands-on site visits in various provinces and act as the Federation’s interface with all rice millers’ owners/representatives as well as with relevant government agencies and NGOs.

Head, Exporters and Market Access Division
You should have a very good technical and practical understanding on rice export process, from the loading and shipment from the rice mill to the loading ports, which includes a thorough knowledge on contractual obligations, international payment terms, Incoterms and logistics. Your responsibility includes ensuring a constant administrative and regulatory improvement in the export process as well facilitate access to new overseas markets, working in coordination with relevant ministries, foreign embassies and agencies.

Head, Financing Division
You will be responsible for all the issues pertaining to the financing aspect of the various players in the rice value chain. Preferably a banker by training, you should be very conversant with working capital management, assets and liabilities management, accounting and finance, in order to be in position to help solve the financing challenges faced by all players in the rice industry. You will be dealing with commercial banks, MFIs as well as with multilateral and bilateral development agencies and other relevant ministries and agencies.

Life with Dignity (LWD) has been implementing Integrated Rural Development through Empowerment Program (IRDEP) to empower rural communities, particularly vulnerable groups such as women, disable people and children to improve their socio-economic status and claim their universal rights through rights-based empowerment and integrated approach. To contribute to achieving this long-term goal, LWD has implemented a separate 4-year project entitled “Women: Hope and Growth” in four provinces of Kampong Speu, Kampong Chhnang, Pursat and Battambang. The Project aims to reduce the political and socio-economic vulnerability of women by empowering them to protect their common interest and benefits. In realizing this overall goal, the Project has two specific objectives: (1) To improve women’s economic status through income generation activities, and (2) to build women’s confidence and increase their participation in decision making at household and community level.

With funding Support from Finn Church Aid (FCA), LWD is looking for external consultant to conduct the Final Evaluation of Women: Hope and Growth Project with approximately 30 days, starting on 14 July to 13 August 2014.

Purpose and Scope of the Evaluation
Purpose
Assess the relevance, effectiveness, efficiency, impact and sustainability of the Project.
Document good practices and lessons learnt on women’s economic empowerment and the promotion of gender equality.
Identify areas, things or processes that could be done better in implementing similar types of projects in the future.
Provide practical recommendations for designing a continuation to the present project and related capacity building needs of LWD.
Assess the potential to make the practical recommendation on business opportunity for women agricultural cooperative, women group for next project
Assess the capacity of agricultural cooperative, village bank in managing their group and business  

Scope of Work
The Evaluation will cover the Project’s entire duration from 1 January 2010 to mid-2014. The geographical area includes Kampong Spue, Kampong Chhnang, Pursat and Battambang Provinces. 42 000 women directly benefit from the Project through establishment of 24 Agricultural cooperatives, 17 Village banks, 67 women group and 23  women networks at commune.
