Finance Assistant is working under direct supervision of Finance Specialist.  This position will be responsible for monitoring cash book, cash in vault and cash in bank, prepare all invoices and supporting documents before making payment to ensure enough attached supporting documents, check all account code expenses compared with donor/ budget line before making payment, issue invoices and collect membership fee, VCS application, and annual GPP, prepare list and follow up account receivable, payable, sundry receivable, advance, prepare monthly staff salary, pension fund and other bonuses, prepare adjustment journal (if any), clear all payable to other NGO receivable every 2 months, conduct monthly cash reconciliation, prepare list of withholding tax payment on services (office/ room rental, translation service…),  consultant… required by law, work with Finance Officer to monitor list of donors requirements and update fund received from donors.

I. Rational
ICCO is an international development organization with roots in the Netherlands. It has 7 regional offices in the world and work in 44 countries. ICCO has been funding projects in Cambodia since 1974 but it was interrupted during Khmer Rouge and lasted until 1993. In 2012 the program of Fair Economic Development has started in Cambodia, it connects poor producers, workers and small and medium businesses (SMEs) in Cambodia to production chains.
Thus, the value chain assessment project on vegetable is so important to strengthen local organizations or ICCO partner, to enable them to deliver good results and to work independently. Especially, it helps ICCO to fulfill its mission and its expectation for the enlargement of investment in agriculture sector.

II.  Scope of Work
In line with the implementation of the Value Chain Development (VCD) Project for Vegetables, a sector analysis for vegetables covering the specific regions is needed.  Specifically, it aims to:

  1. Build on the previous studies of other government agencies, NGOs, academe, donor agencies and other organizations, on the selected sector.
  2. Conduct desk research, Key Informants Interviews and Focus Group Discussions within the region, to gather up-to-date information about the selected sector.
  3. Map the sector identify actors, roles and relationships, markets (segments)
, channels (product flows), trends (dynamics)
  4. Map the market system to gain a deeper understanding the situation of vegetable farmers
  5. Identify constraints, underlying causes and opportunities for the sector
  6. Compare prices, cost contributions and margins along the chain
  7. Facilitate stakeholders workshops to validate the findings and formulate potential solutions to address the constraints and exploit the identified opportunities
  8. Propose recommendations, interventions, and approaches to address key industry constraints and take advantage of market opportunities

III.  Objectives
The objectives of the sector analysis are listed below:

  • Understand end - market opportunities that can spur inclusive growth
  • Describe the market chain, the various actors, their functions, and nature of inter-firm relations
  • Identify key constraints and underlying causes and formulate corresponding interventions to address them
  • Promote collaboration between the national and local governments, and the private sector

IV.  Methodology
The sector analysis is a combination of primary and secondary data gathering, sector mapping, market system mapping, analysis of opportunities and constraints, and vetting of findings and interventions with industry stakeholders. 

ICCO will closely work with the consultant and the team of enumerators in conducting the Sector Analysis.  The ICCO team will be providing result of desk research as well as inputs and guidance to the consultant during the entire duration of the sector analysis.

Secondary data will be gathered on the vegetable industry from various sources.  Production and trade statistics, and other relevant information will be obtained from various government agencies and the local government. Financing institutions, the academe, non - government organizations (NGOs) and private industry stakeholders will also be consulted whether they have industry reports, industry profiles, progress or terminal reports, and any other documentation related to the industry being studied.

Primary data gathering will involve conducting key informants interviews and focus group discussions among industry stakeholders like backyard and commercial hog raisers, traders, retailers, processors, and government officers, to get up-to-date information on their respective operations, and their views on the status, the performance, and the observed trends in the vegetable sector. 

Information obtained from the key informants will be triangulated with each other, and with available secondary data. Consultant firm will get the report of desk research from project consultant to compile it with field research as a draft report of sector analysis.

A stakeholders’ workshop will be organized to present and validate the findings.  It will also become the venue for public and private stakeholders to internalize the forces affecting the industry, and to look for ways how to collectively address these concerns.  The stakeholders’ workshop is an important first step towards creating a more cohesive industry.

During the stakeholders workshop, the industry will craft the competitiveness vision of the industry, highlighting which market opportunities will be targeted in the next few years.  Constraints that will prevent the industry from taking advantage of the identified market opportunities will be identified and prioritized. 

Based on the priority opportunities and constraints, the industry stakeholders formulate potential solutions that will address the constraints, to take advantage of the identified market opportunities.

The inputs of the group during the stakeholders’ workshop will then be integrated into the sector analysis report.

VI.  Activities

  1. Development of technical proposal by the consultant for the sector analysis. It should detail the relevant experience of the proponent on conducting Sector Analysis, Value Chain Analysis and the facilitation of Stakeholders Workshops among others.
  2. Participation in the Sector Analysis Orientation workshop organized by ICCO
  3. Survey and assessment of existing studies and other related literature on the vegetable sector (at field level, ICCO will make at the national level).
  4. Interview with representatives of industry stakeholders
  5. Conduct of stakeholders workshops
  6. Writing of the sector analysis report
