For our Social Health Protection Programme (SHPP), we are seeking for a candidate for the position of Junior Advisor for Health Service Delivery (national professional), based in Kampong Thom.

The Cambodian - German Social Health Protection Programme provides technical and financial assistance to the Ministry of Health and other institutions within the framework of the Health Sector Strategic Plan of the Ministry of Health (MoH) and Provincial Health Department (PHD) in Kampong Thom, Kampot and Kep province. The overall objective of the joint programme of German Development Cooperation and the Ministry of Health is that the poor and vulnerable population in Cambodia is healthier and faces less financial burden by using quality health care services.

The health services delivery (HSD) interventions focus on strengthening quality improvement mechanisms within the Cambodian health system by assisting the Ministry of Health to develop policy documents and guidelines for better quality in health care at national and provincial level. The Junior Advisor for HSD will work under the supervision of provincial health manager for coordinating and providing technical advice to counterparts for systematic implementation of quality improvement measures at provincial and health facilities.

We are currently looking for experts in the field of mother & child health, medical obstetrics and gynaecology, midwifery and obstetric care, basic laboratory medicine and blood banking (for CEmONC), newborn care, post-abortion care; experience in training / coaching / supportive supervision of different cadres of health staff; M&E for an upcoming project with GIZ as detailed below:

1. 1 National Long-Term Expert (Deputy Team Leader) – up to 33 person months. Specialist in gynecology/obstetrics, midwifery and obstetric care, newborn care, post-abortion care and vulnerability; experience in training / coaching / supportive supervision of different cadres of health staff; M&E. Additional training in Public Health is an asset
2. 5 National Long-Term Experts for the areas of midwifery, obstetric and newborn care (Qualified midwives or nurse-midwives) - up to 33 person months each. At least 5 years’ practical working experience. Expertise in capacity building is mandatory. The experts shall be placed in the target provinces( Kampong Thom, Kampong Speu, Kep and Kampot) close to the Operational Districts and health centres where they will cooperate with counterparts.
3. 1 National Short-Term Expert- up to 4 person months. At least a Master degree in social or medical sciences and at least 5 years expertise in health promotion, behaviour change communication (BCC), social marketing techniques, media and community participation. Very good spoken and written English.

All experts are expected to have very good spoken and written English.
