Country and Project Background:
Malaria Consortium is one of the key partners working with the National Centre for Parasitology, Entomology and Malaria Control (CNM) to implement its national malaria control strategy and is a Sub-Recipient (SR) of the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) Regional Artemisinin Initiative (RAI) grant. The purpose of the RAI grant is to strengthen the national malaria programme’s capacity to move from malaria control to elimination through the implementation and use of robust monitoring and evaluation (M&E), surveillance and operational research. As a SR, Malaria Consortium works closely with CNM (the Principal Recipient, or PR) and provides technical assistance and capacity development to the national programme and identified implementing partners (Sub-sub Recipients) of the RAI grant.
Job Purpose:
In close cooperation with the Technical Team, the Data Manager will provide data management support to the Malaria Information System (MIS) database as well as support the implementation and use of new technologies (e.g. SMS) through the development, training and monitoring of Village Malaria Workers (VMWs) and Operational District data clerks. Food Security Situational Assessment
Overview
Mennonite Central Committee (MCC), a Christian INGO operating in Cambodia since 1979, supports a range of local NGO partners in carrying out programming in food security, education, and peacebuilding. One of these partners carrying out programming in food security is The Organization to Develop our Villages (ODOV), based in Mesang District, Prey Veng Province since 1995, and localized as an NGO since 2004. From April 2013 to the present, MCC has been partnering with ODOV in their work of establishing a total of 7 Agriculture Cooperatives (ACs) in Prey Veng’s Mesang and Kompong Trabek Districts. As the current project phase comes to a close, MCC and ODOV are seeking a new 3-year project phase aimed at strengthening the existing ACs. A large emphasis in this new phase will be the ACs taking steps toward more self-sustaining and market-based operations. As this new phase is being planned, MCC and ODOV desire to learn more about the broad food security situation in the target districts, current activities and capacities of the ACs, as well as about potential business and market opportunities that would be suitable for the ACs to focus on. In order to work toward this goal, MCC is seeking a qualified consultant or firm with strong knowledge and experience in food security and ACs in Cambodia to conduct a Food Security Situational Assessment for the target area and the 7 ACs being supported in Mesang and Kompong Trabek Districts, Prey Veng Province. The assessment will be carried out under the terms below.
Overall Objective
To assist MCC and ODOV in learning about the overall food security situation in the target areas, as well as the specific capacity, business, and market opportunities of the ACs.
Expected Results
- A final assessment report (in Khmer and English).
- A meeting presenting (in Khmer) the key findings to the relevant ODOV and MCC staff members

- Who are the beneficiaries of the ACs that ODOV works with
- What do they value regarding participation in the ACs? What food security changes do they want to see at the individual, household and community levels? What do they want their future to entail?

- 6.5 Gender analysis: What work and labor divisions exist in daily life? Who is responsible for decision making in households?
